A 'Parallax' is a Flash movie that is constructed of independent layers (usually 3 or 4) that scroll at different speeds creating the illusion of depth. They are a great way to add interactivity and dimension to an ordinary website, and can contain links and other information pertinent to your site. File size for a decent parallax can be as low as 350k.
